Be it remembered that the Board of Aldermen of the City of Union, Franklin County, Missouri, met in special session at City Hall, 500 East Locust Street at the hour of 6:00 p.m. on the 16th day of November, 2009, at which time there were present the following:

A quorum being present, Mayor Mike Livengood declared the Board to be in session for the transaction of business.

1. HRA Health Insurance proposal for Principal Insurance – The City Administrator, Russell Rost, made the recommendation that the City participate in a HRA (Health Reimbursement Account) proposed by Rogers Benefit Group with Principal Life Insurance for the employee health insurance and to allow the optional Health Flex Card program, one card per family, with employees participation at a level of up to $1,000. He also recommended that for the month of December 2009 that the City fund the HRA at the 100% level. As of January 1, 2010 the Health Flex card program would begin and the HRA funding would be at 90%. This in part to accommodate the transition and to take advantage of the proposed premiums with Principal Life Insurance Company. Russell explained the program and discussed with the Board. Dave Smith of Principal Insurance and Jim Ming, broker, were also present to discuss and answer questions about the insurance plan.

Motion: To accept the aforementioned recommendations of the City Administrator as submitted for employee health insurance with Principal Insurance. Arand/Pope-2nd, approved 8-0.

2. Ordinances - Originals and/or copies, including recorded votes of the following are attached hereto. Each Ordinance read a minimum of twice by title, unless otherwise noted.

a) Bill 09/186 Ordinance 3507 – Authorize the Mayor to execute an agreement with Principal Insurance for employee health care. See pg. 146.

Mayor Mike Livengood announced that the Municipal Court Judge, Leneigha Downs, submitted a resignation letter effective as of December 1, 2009. Procedures will be started to appoint a new judge for the interim, until the April 6, 2010 election whereas the candidate that runs for the office will fill the unexpired term (1 year).

3. ADJOURNMENT

a) Adjourn special session

Motion: There being no further business to transact, motion made and approved to adjourn the special session of the Board of Aldermen. Arand/Stowe-2nd, approved 8-0.
